Highlight safari in IOS

I have just downloaded Liner Highlight on IOS 12.1. I am unable to highlight text in safari using liner though it has been added.

  I'm Brian of LINER team.

  Sorry for the inconvenience.

  Unfortunately, you can't use Safari extension any longer since Apple changed their development policy.

  So we have to make it from scratch again. So stay tuned!
